dc.description.abstract | ENGLISH SUMMARY : Indigence is defined as extreme need; poverty (Barnhart and Barnhart, 1988; 1074). Indigence determination refers to the assessment of a person in terms of his income and assets, to decide whether or not he is indigent. A policy issue is a disagreement or conflict among policy actors about an actual or potential course of government action (Dunn, 1981; 60). No clear guidelines exist for indigence determination as applied to dental services in South Africa. It is also not clearly defined for any other health service. And yet, it is vital to have policy guidelines for indigence determination because only indigents qualify for treatment at public dental services for which they pay a nominal fee. Free riderism must be discouraged, but equity and professional ethics must be upheld. | en_ZA |
dc.description.abstract | AFRIKAANSE OPSOMMING : Behoeftigheid word gedefinieer as "extreme need; poverty" (Barnhart and Barnhart, 1988; 1074). Behoeftigheidbepaling verwys na die evaluering van 'n persoon in terme van sy inkomste en bates, om te kan besluit of hy behoeftig is, al dan nie. 'n Beleidskwessie is 'n meningsverskil of konflik tussen beleidsakteurs oor 'n wesenlike of potensiële regeringsaksie (Dunn, 1981; 60). Geen duidelike riglyne bestaan vir behoeftigheidsbepaling soos van toepassing in tandheelkundige dienste in Suid-Afrika nie. Dit word ook nie duidelik uitgespel vir enige ander gesonheidsdienste nie. Dit is essensieel om beleidsriglyne vir behoeftigheidsbepaling te hê want slegs behoeftiges kwalifiseer vir behandeling deur openbare tandheelkundige dienste, waarvoor hulle 'n nominale tarief betaal. Die verskynsel van mense wat die diens gebruik maar nie daarvoor betaal niemoet ontmoedig word, maar billikheid en professionele etiek moet behoue bly. | af_ZA |
