Development of a strategic planning framework for the African integrated high-speed railway network in Southern Africa

Abstract
ENGLISH ABSTRACT: The African Integrated High-Speed Railway Network is a flagship project of the African Union’s Agenda 2063. This project aims to promote connectivity and trade across Africa. The project has two deadlines, in 2033 and 2043, in which all the proposed routes need to be completed. Literature suggests that no development has yet been conducted or progress made in the Southern African region. This research study proposes to develop a strategic planning framework for the African Integrated High-Speed Railway Network in Southern Africa. This framework aims to assist Southern African role players in considerations and decisions for implementing and constructing this project. In order to develop the strategic planning framework, the current state of transport in Africa must be investigated. The data collected from literature sets a basis for the study and identifies benefits and challenges of high-speed rail. An analysis is also carried out to identify the viability this network would provide in Africa and particularly, Southern Africa. Interviews are conducted with ten subject matter experts from the rail industry who propose strategies for role players and provide comments towards the project. These subject matter experts are chosen with assistance from the PRASA Research Chair based on their experience in the rail industry. The objective of the strategic planning framework is to provide rail operators in Southern Africa with a plan of action to carry out this project. The framework includes comments and suggestions on the railway infrastructure, target passengers, the proposed routes and well as a roll-out plan. The benefits and challenges are included in this study to identify the viability towards this project and the impact it could have for Africa. The reliability of the strategic planning framework is validated from the railway experts that took part in the interviews. These experts commented on the framework and whether it is suitable for role players in Southern Africa. Although this study is focused on Southern Africa, African countries can also make use of the framework as suggestions are provided about how Southern Africa can connect to the rest of the continent. The project concludes with a successful strategic development framework. The project is deemed viable and will support for a growing economy in Africa, however the proposed routes should be re-evaluated through a multi-criteria analysis. The framework suggests lowering the proposed speeds for the network and aiming to target all passengers. Analysis of the results suggest restoring Cape gauge infrastructure in Southern Africa and only constructing new Standard gauge lines for popular routes. It is recommended that the speed of the network be between 140 - 160 km/h for passengers and 120 km/h for freight. It is also suggested that the trains either run on electrified lines, in the form of renewable energy, or diesel locomotives.
AFRIKAANS OPSOMMING: Die African Integrated High-Speed Railway Network, is ’n vlagskipprojek van die Afrika-unie se Agenda 2063. Hierdie projek beoog om konnektiwiteit en handel binne die grense van die Afrika kontinent te bevorder. Die projek het twee sperdatums, in 2033 en 2043, waarteen al die voorgestelde roetes voltooi moet word. Literêre navorsing dui aan dat daar tot dusver geen ontwikkeling of vordering in Suidelike Afrika begin is nie. Hierdie navorsingstudie is ’n voorstel vir die ontwikkeling van ’n strategiese beplanningsraamwerk vir die African Integrated High-Speed Railway Network in Suidelike Afrika. Hierdie raamwerk poog om Suider-Afrikaanse rolspelers by te staan in oorwegings en besluite vir die implementering en konstruksie van hierdie projek. Om die strategiese beplanningsraamwerk te ontwikkel, moet die huidige stand van vervoer in Afrika ondersoek en geanaliseer word. Literêre data stel ’n basis vir die studie en identifisering van voordele en uitdagings van ’n hoëspoedspoorlyn. Deur middel van ’n ontleding word die lewensvatbaarheid van hierdie netwerk bepaal en die moontlike impak in Afrika en veral Suidelike Afrika word geïdentifiseer. Onderhoude word gevoer met tien vakkundiges uit die spoorwegbedryf. Die doel is om hulle strategiese insette en kommentaar ten opsigte van die projek te verkry. Hierdie vakkundiges word gekies met bystand van die PRASA Navorsingsleerstoel gebaseer op hulle ervaring in die spoorbedryf. Die doel van die strategiese beplanningsraamwerk is om aan spooroperateurs in Suidelike-Afrika ’n plan van aksie te kan voorsien vir die implementering van hierdie projek. Die raamwerk bevat kommentaar en voorstelle oor die spoorweginfrastruktuur, teiken passasiers, die voorgestelde roetes en ’n uitrolplan. Die voordele en uitdagings word bespreek om die lewensvatbaarheid van die projek te identifiseer en die impak wat dit vir Afrika kan hê te ondersoek. Die betroubaarheid van die strategiese beplanningsraamwerk word bekragtig deur die vakkundiges wat deelgeneem het aan die onderhoude. Hierdie kenners het kommentaar gelewer oor die raamwerk en of dit geskik is vir rolspelers in Suidelike Afrika. Alhoewel hierdie studie gefokus is op Suidelike Afrika, kan alle Afrika lande ook gebruik maak van die raamwerk, want daar word voorgestel hoe Suidelike Afrika aan die res van die kontinent kan verbind word. Die gevolgtrekking van die projek verskaf ’n suksesvolle strategiese beplanningsraamwerk. Die projek word as lewensvatbaar beskou en sal ’n groeiende ekonomie in Afrika ondersteun, maar die voorgestelde roetes moet wel deur ’n multi-kriteria ontleding herevalueer word. Die raamwerk stel voor dat die snelhede vir die netwerk verlaag word en poog om alle passasiers te teiken. Ontleding van die resultate dui op die restourasie van die Cape gauge-infrastruktuur in Suidelike Afrika. Alle nuwe populêre roetes moet as Standard gauge-lyne gebou word. Dit word aanbeveel dat die spoed van die netwerk tussen 140 – 160 km/h vir passasiers en 120 km/h vir vragvervoer is. Ten slotte, word dit voorgestel dat die treine of op geëlektrifiseerde lyne, in die vorm van hernubare energie, of diesel aangedrewe lokomotiewe bedryf word.
