- ItemAn assessment of the evolution, costs and effectiveness of alien plant control operations in Kruger National Park, South Africa(Pensoft Publishers, 2017-06-02) Van Wilgen, Brian W.; Fill, Jennifer M.; Govender, Navashni; Foxcroft, Llewellyn C.; Daehler, C.Alien plants were first recorded in 1937 in the 2 million ha Kruger National Park (KNP, a savanna protected area in South Africa), and attempts to control them began in the mid-1950s. The invasive alien plant control program expanded substantially in the late 1990s, but its overall efficacy has not been determined. We present an assessment of invasive alien plant control operations over several decades in KNP. We based our assessment on available information from a range of control programs funded from various sources, including national public works programs, KNP operational funds, and foreign donor funds. Over ZAR 350 million (~ US$ 27 million) has been spent on control interventions between 1997 and 2016. We found evidence of good progress with the control of several species, notably Opuntia stricta, Sesbania punicea, Lantana camara and several aquatic weeds, often because of effective biological control. On the other hand, we found that over one third (40%) of the funding was spent on species that have subsequently been recognised as being of lower priority, most of which were alien annual weeds. The allocation of funds to non-priority species was sometimes driven by the need to meet additional objectives (such as employment creation), or by perceptions about relative impact in the absence of documented evidence. We also found that management goals were limited to inputs (funds disbursed, employment created, and area treated) rather than to ecological outcomes, and progress was consequently not adequately monitored. At a species level, four out of 36 species were considered to be under complete control, and a further five were under substantial control. Attempts to control five annual species were all considered to be ineffective.
- ItemAn assessment of the implementation and outcomes of recent changes to fire management in the Kruger National Park(Open Journals Publishing, 2008) Van Wilgen, Brian W.; Govender, Navashni; MacFadyen, SandraENGLISH ABSTRACT: This paper reviews recent changes in fire management in the Kruger National Park, and assesses the resulting fire patterns against thresholds of potential concern. In 2002, a lightning-driven approach was replaced by an approach that combined point ignitions with unplanned and lightning fires. The approach aimed to burn an annual target area, determined by rainfall and fuel conditions, in point-ignition fires of different sizes. Most of the original fire-related thresholds of potential concern (TPCs) were incorporated into the new approach. The annual target area to be burnt ranged from 12 to 24% of the park between 2002 and 2006. The total area burnt generally exceeded the targets each year, and management fires accounted for less than half of the total area burnt. The fire regime was dominated by very large fires (> 5 000 ha) which accounted for 77% of the total area burnt. New TPCs were developed to assess whether the fire regime encompassed a sufficient degree of variability, in terms of fire intensity and the spatial distribution of burnt areas. After assessment and adjustment, it appears that these TPCs have not yet been exceeded. The point-ignition approach, and its evaluation in terms of variability and heterogeneity, is based on the untested assumption that a diverse fire regime will promote biodiversity. This assumption needs to be critically assessed. We recommend that the practice of point ignitions be continued, but that greater efforts be made to burn larger areas earlier in the season to reduce large and intense dry-season fires.
- ItemTowards adaptive fire management for biodiversity conservation : experience in South African National Parks(AOSIS, 2011-05-13) Van Wilgen, Brian W.; Govender, Navashni; Forsyth, Gregory G.; Kraaij, TinekeThis paper reviews the experience gained in three South African national parks (Kruger, Table Mountain and Bontebok) with regard to the adaptive management of fire for the conservation of biodiversity. In the Kruger National Park, adaptive approaches have evolved over the past 15 years, beginning initially as a form of ‘informed trial and error’, but progressing towards active adaptive management in which landscape-scale, experimental burning treatments are being applied in order to learn. In the process, significant advances in understanding regarding the role and management of fire have been made. Attempts have been made to transfer the approaches developed in Kruger National Park to the other two national parks. However, little progress has been made to date, both because of a failure to provide an agreed context for the introduction of adaptive approaches, and because (in the case of Bontebok National Park) too little time has passed to be able to make an assessment. Fire management interventions, ultimately, will manifest themselves in terms of biodiversity outcomes, but definite links between fire interventions and biodiversity outcomes have yet to be made. Conservation implications: Significant challenges face the managers of fire-prone and fire adapted ecosystems, where the attainment of ecosystem goals may require approaches (like encouraging high-intensity fires at hot and dry times of the year) that threaten societal goals related to safety. In addition, approaches to fire management have focused on encouraging particular fire patterns in the absence of a sound understanding of their ecological outcomes. Adaptive management offers a framework for addressing these issues, but will require higher levels of agreement, monitoring and assessment than have been the case to date.
