Faculty of AgriSciences. School of Public Leadership.ENGLISH SUMMARY : Indigence is defined as extreme need; poverty (Barnhart and Barnhart, 1988; 1074). Indigence determination refers to the assessment of a person in terms of his income and assets, to decide whether or not he is indigent. A policy issue is a disagreement or conflict among policy actors about an actual or potential course of government action (Dunn, 1981; 60). No clear guidelines exist for indigence determination as applied to dental services in South Africa. It is also not clearly defined for any other health service. And yet, it is vital to have policy guidelines for indigence determination because only indigents qualify for treatment at public dental services for which they pay a nominal fee. Free riderism must be discouraged, but equity and professional ethics must be upheld.
