| dc.description.abstract | Since 1997, in accordance with South African policy documents, social workers have been encouraged to implement a developmental social service policy towards social work service delivery. This means that in rendering social work services the focus should first be on preventative services, then on early intervention services and last on statutory services. The perspectives of social workers working for child and family welfare organisations on the feasibility of this requirement in policy documents were investigated. It was found that obstacles such as limited people power and funds placed serious constraints upon the implementation of family preservation services with a focus on prevention. | |
