ENGLISH ABSTRACT : According to endogenous growth theory, a country's economic growth rate is influenced by government policy. Industrial policy is important for influencing the sources of growth, because it influences the sector which has become known as the engine of growth. Government intervention in the South African industrial sector has started as early as 1924. Many of the reasons for government intervention in the past had their origin in reasons that was not necessarily best for the industrial sector. That resulted in a capital intensive, inward looking and unproductive sector. Since the democratic elected government came into power in 1994, the objectives have changed, but industrial policy is still being used as an instrument to reach social rather than economic goals. It is argued in the study that the government is too involved in the industrial sector. It is not only correcting market failures, but it also tries to influence the direction of development. Some of the intervention is done to correct unbalances resulting from the previous government's interventions, but again, this is not what is best for the industrial sector and for the economy as a whole.

AFRIKAANSE OPSOMMING : Volgens die endogene groeiteorie kan 'n land se ekonomiese groeikoers deur die regering beinvloed word. Nywerheidsbeleid raak belangrik as 'n metode om die bronne van groei te be·invloed, aangesien dit die sektor be·invloed wat as die groeienjin bekend staan. Die regering meng sedert 1924 in die Suid-Afrikaanse nywerheidsektor in. Baie van die redes vir owerheidsinmening in die verlede, het nie noodwendig die sukses van die sektor as hoogste prioriteit gestel nie. Die gevolg was 'n kapitaalintensiewe, inwaartsgerigte en onproduktiewe sektor. Sedert die demokraties-verkose regering in 1994 aanbewind gekom het, het die doelwitte van die beleid verander. Nywerheidsbeleid word egter steeds as instrument vir sosiale, eerder as ekonomiese doelwitte gebruik. In die studie word daar geargumenteer dat die regering se betrokkenheid in die nywerheidsektor te hoog is. Markmislukkings word nie alleen gekorrigeer nie, maar die rigting van ontwikkeling word ook beinvloed. Van die inmenging vind plaas om ongelykhede van die verlede reg te stel, maar weereens is dit nie die beste vir die nywerheidsektor of die ekonomie as geheel nie.
