- ItemThe extent and effectiveness of alien plant control projects in South Africa(Springer, Cham, 2020) van Wilgen, Brian W.; Wilson, John R.; Wannenburgh, Andrew; Foxcroft, Llewellyn C.Studies of the impact of alien species on the environment are increasingly being carried out, and there has been ongoing debate about how to standardise the description of these impacts. This chapter evaluates the state of knowledge on the impacts of alien species on biodiversity in South Africa based on different assessment methods. Despite South Africa being one of the most biologically diverse countries in the world, there have been very few studies that formally document the impacts of alien species on biodiversity. Most of what is known is based on expert opinion, and consequently the level of confidence in the estimates of the magnitude of these impacts is low. However, it is clear that a significant number of alien species cause major negative impacts, and that there is cause for serious concern. There is a growing global effort to assess all alien species with standardised protocols to alleviate the problem of comparing impacts measured using different approaches. Formal assessments have been done for a few alien species in South Africa, but most naturalised and invasive species have not been evaluated, and, we suspect, for most alien species there has been no attempt, as yet, to document their impacts. However, red-listing processes found that alien species were frequently included as a significant extinction risk for several native species of fish, amphibians, and plants. There are very few studies that cover the combined impacts of co-occurring alien species in particular areas, and these studies could provide the rationale for regulation and management, which is often absent. While reductions due to alien species in the value of ecosystem services, the productivity of rangelands, and biodiversity intactness are relatively low at present these impacts are expected to grow rapidly as more invasive species enter a stage of exponential growth.

U.Aim: A range of approaches and philosophies underpin national-level strategies for managing invasive alien plants. This study presents a strategy for the management of taxa that both have value and do harm. Location: South Africa. Methods: Insights were derived from examining Australian Acacia species in South Africa (c. 70 species introduced, mostly > 150 years ago; some have commercial and other values; 14 species are invasive, causing substantial ecological and economic damage). We consider options for combining available tactics and management practices. We defined (1) categories of species based on invaded area (a surrogate for impact) and the value of benefits generated and (2) management regions based on habitat suitability and degree of invasion. For each category and region, we identified strategic goals and proposed the combinations of management practices to move the system in the desired direction. Results: We identified six strategic goals that in combination would apply to eight species categories. We further identified 14 management practices that could be strategically combined to achieve these goals for each category in five discrete regions. When used in appropriate combinations, the prospect of achieving the strategic goal will be maximized. As the outcomes of management cannot be accurately predicted, management must be adaptive, requiring continuous monitoring and assessment, and realignment of goals if necessary. Main conclusions: Invasive Australian Acacia species in South Africa continue to spread and cause undesirable impacts, despite a considerable investment into management. This is because the various practices have historically been uncoordinated in what can be best described as a strategy of hope. Our proposed strategy offers the best possible chance of achieving goals, and it is thefirst to address invasive alien species that have both positive value and negative impacts.
