- ItemCommunity based family support services for families at-risk : services rendered by child and family welfare organisations(Dept. of Social Work, Stellenbosch University, 2013) Strydom, MarianneIn accordance with South African policy documents and legislation (Department of Social Development, 2004; Children’s Act 38 of 2005, Section 2(a)White Paper for Social Welfare, 1997) social work service delivery to families where child abuse and neglect occur, must be focused mainly on family preservation through rendering preventative and early intervention services thereby preventing statutory services. Preventative services are, as directed by the ISDM (Department of Social Development, 2006), the primary level of service delivery, by linking families to resources which can limit risky behaviour and to implement a developmental welfare policy. Strong focus is placed on the development of resources in communities to support families and to build capacity, before family crises could develop (Department of Social Development, 2006). Within this context the purpose of this article is to investigate the support (prevention) services available to at-risk families at family welfare organisations to prevent the removal of children and to enhance family preservation.
- ItemThe current landscape of child protection services in South Africa : a systematic review(Stellenbosch University, Department of Social Work, 2020) Strydom, Marianne; Schiller, Ulene; Orme, JulieChild protection services are seen as the largest field of social work service delivery in South Africa. Repeated warnings of the ‘crisis state’ of child protection services have gone unheeded. The aim of this article is to determine the current landscape of child protection service delivery and research within the South African context. The developmental social welfare approach was used as the epistemological framework for this systematic review. Findings indicated a significant emphasis on statutory services and a lack of resources for family preservation efforts. Appropriate costing models should be generated to specify critical needs and garner support from stakeholders.

In accordance with South African legislation and policy documents, social workers at family welfare organisations must focus on family preservation services in order to prevent children being placed in foster care. Theoretically family preservation services consist of different types of services, namely family support services, family-centred services and intensive family preservation services, or crisis services. In this article the different types of services will be discussed with reference to policy documents. The services delivered by social workers in the context of family preservation are reviewed.

This means that in rendering social work services the focus should first be on preventative services, then on early intervention services and last on statutory services. The perspectives of social workers working for child and family welfare organisations on the feasibility of this requirement in policy documents were investigated. It was found that obstacles such as limited people power and funds placed serious constraints upon the implementation of family preservation services with a focus on prevention.

Dept. of Social Work.According to South African policy documents social workers are encouraged to implement a developmental-focused policy regarding social work service delivery. This implies that social work service delivery should focus firstly on preventive services, then on early intervention services and lastly on statutory services. In terms of the delivery of family preservation services this prerequisite requires that preventive services should be aimed at the provision of family preservation services by integrating the parents of high risk families in informal and formal sources in their communities. Early intervention services require that family-centred and intensive crisis services should be delivered to high risk families to prevent statutory services or the removal of children from their families. This study explored the perspective of social workers on the state of family preservation services provided by three non-governmental organizations in the Western Cape Metropole and surrounding areas. The study also identifies social workers‟ perspective on the obstacles experienced during the implementation of developmental-focused policy according to policy documents. A combined quantitative and qualitative research methodology was used to involve social workers employed by three non-governmental organizations in the Western Cape Metropole and surrounding areas in an exploratory study. Findings derived from the empirical study on the state of family preservation services show that social workers are unsure of the exact meaning of the term family preservation services. As far as family-centred preservation services (early intervention services) are concerned, the study found that limited concrete services are delivered, and that there is a stronger focus on educational and therapeutic services. With regard to family-supportive preservation services (preventive services), findings indicate the existence of limited services or sources at family organizations with which parents can be integrated on a continuous basis to expand their informal and formal networks, in accordance with the viewpoints of family support. With regard to the implementation of policy documents, it seems that there is still a stronger focus on delivering statutory rather than preventive services. Obstacles influencing the delivery of preventive services are, inter alia, large case loads, where especially statutory services are delivered, as well as a lack of human resources. A lack of funding to initiate and maintain projects is a further obstacle to the delivery of developmental-focused services. Another important aspect is the fact that social workers are unsure of what preventive and early intervention services comprise, in terms of family maintenance. The most important recommendations resulting from the study indicate that family organizations are incapable of implementing a developmental-focused policy if the State does not attend to the obstacles that exist at non-governmental organizations in the form of inadequate human resources and funding. Social workers should also receive thorough inservice training regarding the content of family preservation services. The non-governmental organizations should also investigate ways of delivering more comprehensive family-centred services like concrete and enabling services, since there is currently an imbalance between, for example, the delivery of concrete and therapeutic services. With regard to family support services, the study recommends that family organizations should try to initiate more services and resources, in accordance with a development-centred policy, that can be available continually to high risk families in the community, and that can be used as a resource. The development of appropriate support services, for instance home visit programs, can reduce the workload of social workers and simultaneously increase the networks available to high risk families, so that social exclusion can be counteracted, in accordance with the viewpoints of family preservation services.

Social workers are rendering services to these children with the aim of rehabilitating them and reducing recidivism. This study aimed to identify the challenges experienced by social welfare officers in the rehabilitation of child offenders in Zambia. It seemed most of the challenges were experienced because of a lack of resources relating to people power, capacity building, trained social workers and facilities. For Zambia to curb the challenges experienced, the custodians of the child justice programmes should strengthen their resources.
- ItemSouth African child and family welfare services : changing times or business as usual?(Stellenbosch University, Department of Social Work, 2017) Strydom, Marianne; Spolander, Gary; Engelbrecht, Lambert K.; Martin, LindaSouth African welfare policy is influenced by global economic trends and has some indicators of neoliberal policy implementation. This paper discusses the indicators of neoliberalism before exploring the implications for child and family welfare services in post-apartheid South Africa, in relation to three key themes: the financing of welfare, structures and organisations, and the managing of clients. It is argued that the influence of neoliberalism has changed the way that child and welfare services are managed and services delivered, and that these influences should be debated within the profession and with civil society.

Policy directives indicate that services should be aimed at reducing child abuse and neglect while protecting the child and preserving the family unit. Group work is a cost-effective intervention strategy to be implemented to meet the high demand for child protection services. However, social workers face various challenges when utilising group work in service delivery. Yet because of the advantages of group work in addressing the social isolation of at-risk families, this intervention method should be incorporated into family preservation programmes.
- ItemViews of service providers on services rendered to people with disabilities and on the need for family preservation services(Stellenbosch University, 2015) Strydom, MarianneThe article reflects the research findings of a study that was initiated because a welfare organisation delivering social work services to people with disabilities was investigating the possibility of developing a family preservation programme. The aim of the investigation was to explore the views of service providers on services delivered to persons with disabilities to determine the need for family preservation services. It was found that limited people power and funds placed serious constraints upon services. However, a clear link between the aims of family preservation and the needs of families caring for a relative with a disability has been established.
