Abstract
The heart of the demographic problem in South Africa, from the economic point of view, is that quantities are not matched by appropriate qualities. There is among the population, an inverse correlation between the rate of creating life and the ability to sustain life. Medicine has controlled mortality without a concomitant effect on fertility, resulting in the customary vicious circle of proliferating numbers generating deficient human material, economic inertia, unemployment, poverty and hunger. These inhibit the progress of 'responsible parenthood' for the control of fertility and thus of population growth. -from Author
