Abstract
ENGLISH SUMMARY: Although South-Africa has a democratic government since 1994, great challenges exist in addressing disparities and pressing unemployment issues. Local economic development (LED) is a relatively new term in South-Africa and therefore difficulties still exist in the implementation of LED development strategies, although there are cases where LED has in fact been implemented successfully. National government made municipalities responsible for the implementation of LED strategies. The way in which municipalities implement LED strategies and also whether the ingredients exist to implement LED successfully, can be questioned because of a lack of capacity in the community and the lack of financial capacity in the local governments which sometimes exist. The LED strategy to development can work. It is therefore important to learn from our mistakes. Only then can maximal advantage be taken of the advantages that LED offers. In this study the different approaches towards LED is examined, but more importantly an evaluation is made of how LED is currently functioning on the local level. A few case studies within the Cape Metropolitan Area were investigated and from this certain conclusions were reached. The conclusion is made that the process that is being used to formulate LED policies and projects, is acceptable. A variety of problems are identified when it comes to the way in which LED policies and projects are implemented. It is important to identify these problems, because only then solutions to these problems can be formulated.
AFRIKAANSE OPSOMMING: Suid-Afrika het vanaf 1994 'n demokratiese regering, alhoewel daar groot uitdagings bestaan om die grootskaalse armoede en ongelykheid kwessies aan te spreek. Plaaslike ekonomiese ontwikkeling (LED) is 'n relatief nuwe begrip in Suid-Afrika en groot tekortkominge bestaan nog om die LED ontwikkelingstrategie suksesvol toe te pas , alhoewel daar egter reeds gevalle bestaan waar LED wei suksesvol toegepas word. Munisipaliteite'is grootliks verantwoordelik gemaak vir die toepassing van LED inisiatiewe. Die manier waarop die beleid toegepas word en of al die verskillende bestanddele bestaan om dit suksesvol toe te pas, kan egter bevraagteken word aangesien die kapasiteit onder die gemeenskap en die finansiele kapasiteit onder die plaaslike owerhede dikwels ontbreek. LED is 'n strategie wat kan werk. Dit is dus belangrik om te leer uit foute en struikelblokke sodat daar maksimaal voordeel getrek kan word uit die voordele wat LED bied. Daar word in hierdie studie gekyk na die verskillende benaderings tot LED wat bestaan, maar meer belangrik word daar gekyk hoe LED tans op die plaaslike vlak funksioneer. 'n Paar gevallestudies in die Kaapse Metropool is ondersoek en daar is sekere afleidings gemaak. Die gevolgtrekking word onder andere gemaak dat die proses wat gebruik word om LED beleide en projekte te formuleer, voldoende is. Verskeie probleme en struikelblokke bestaan egter wanneer dit kom by die implementering van die LED beleide en projekte. Dit is belangrik dat hierdie struikelblokke geidentifiseer word sodat daar oplossings gevind kan word daarvoor.
