Each sector has its own special characteristics (where urban decline is an example of the negative side and urban renewal is an example of the positive side). One of the special characteristics of the negative side is that is shows progression. If one of its micro-level factors has gone bad it will influence the whole environment negatively, hence collapse will be inevitable. The positive sector on the other hand does not show such progression. If one of its micro-level factors is enhanced, it will not automatically have a positive influence on the other micro-level factors and hence the whole macro-level environment. Equilibrium would thus not be created automatically. Within this positive sector it will always be an upward battle and a catalyst is needed to enhance the positive effects of the one micro-level factor within respect to the others. It is within this context then that we see the relevance of the concept integration and holism, which can be used, as catalysts. Every micro-level factor should be seen as part of the whole system and be integrated with the other in order to create a whole framework within which boundaries the problem should be solved in order to create a new equilibrium. This is shown in the diagram. While in the negative sector the micro-level factors create momentum on their own and start to "snowball", the micro-level factors on the positive side need something to help it get on its way (Figure).
