This paper describes a new Insulator Pollution Monitoring Apparatus that operates by measuring the surface conductivity of the pollution layer of an insulator after it has been artificially wetted. The monitor differs from previous devices in that the measuring voltage is substantially lower than operating voltage. This reduction in voltage has led to a substantial reduction in the size and cost of the device. The steam delivery system has also been adjusted. The paper specifies mechanical and electrical characteristics of the device. Further it discusses the extensive laboratory testing procedure. A definite correlation has been found between conductance and ESDD.
