Dept. of History.ENGLISH ABSTRACT: In a globalizing world it follows that the identity of individuals will come under scrutiny as borders between states fade. It is exactly for this reason that so many people feel uncomfortable within themselves and become involved in a desperate search for new terms of reference and value systems. By virtue of this, history is utilized to explore the problem by tracing circumstances on a continent where the issue is currently very topical. Certain facets of Europe, which was the axis of the catastrophic Second World War but simultaneously the cradle of an Eurocentrism which has evolved gradually over centuries, is carefully scrutinized in order to determine what tendencies are becoming noticeable. This investigation cannot ignore the demise of the Soviet Empire and the burgeoning nation states of Eastern Europe since it represents an important divide in the European history of the twentieth century. A unifying Europe is embodied in various institutions which have sprung up since the Second World War, partially due to efforts of Europeans to organise themselves or alternatively, as a consequence of the Atlantic allies' attempts to present a united front to Soviet Russia. With the demise of the Soviet Republic in 1989, the concept underwent a further change when the Eastern European countries joined the institutional structures of a unifying nature such as the Council of Europe. It is exactly because of this that the identity issue came to the fore. The only realistic and pragmatic yardstick to measure national and cultural identity within the defined period is by employing the sovereignty of the nation state. Concurrently with this yardstick is the realisation that the protection or loss of sovereignty occurs within the upper constitutional or political levels where the public is seldom involved, but ultimately as a consequence affected. This reflects a democratic deficit. Seen from the angle of the early protagonists of Eurocentrism as well as the USA, there were conflicting views on the protection or loss of sovereignty, but an admission that greater unity could lead to the loss of some sovereignty. Britain, without publicly acknowledging it, had indeed surrendered some of its sovereignty during the 1970's when it became a member of the European Economic Community, by subjecting itself to the ruling that European Union legislation would be superior to that of Britain in the event of a conflict. Britain had thus, with regard to national and cultural identity, already proceeded to a new relationship. This new relationship was reinforced by Britain's under-writing of the principle of subsidiarity which ultimately promotes a dual identity of being British and European. The same tendency was noticeable in the institutional arrangements and programmes of the Council of Europe and the European Union. On investigating the viewpoints and role which Belgium, as one of the founder members of the European Economic Community, and simultaneously a small nation, this tendency also becomes very apparent, but possibly with greater emphasis of the regional role as a result of strong identity forming influences. In conclusion, it is thus apparent that being a European, and British or Flemish simultaneously, is currently becoming the vogue. However, being European is currently of a consumer-goods nature. It does not embrace a vibrant European identity particularly as a consequence of the language difference which limit the Europeanisation of national and cultural identities. Attempts to resolve the problem through adages such as "unity in diversity" has not produced the expected results.

Dept. of History.ENGLISH ABSTRACT: District Six originated in the eighteen fifties on neighbouring wine farms close to Cape Town's city centre. The first inhabitants were Europeans, but were later joined by free slaves. By 1849 the total number of inhabitants was 2943 and as a municipal area became known as the sixth district of Cape Town. Over the years District Six developed an own unique cosmopolitan character and despite a stigma as a backward residential area District Six developed as a multiracial community with its own vibrant spirit. By 1966 there were 3700 properties of which 56% were owned by Whites, 26% by Coloureds and 18% by Indians. In the same year the area had 21 schools and 17 places of worship. One of the main causes of physical deterioration was overpopulation. The occupancy figure by the 1850's was approximately 2,5 persons per habitable room. Overcrowding led to subletting of even the smallest rooms and resulted in gross exploitation of tenants, horrific crime and moral decay, all of which contributed to the slum status of the area. In 1962 the City of Cape Town devised a pilot plan for the rehabilitation of the area, but this plan was never implemented. Years of neglect of municipal services worsened the degredation of many historic buildings as well as decent living conditions for its residents. In 1962 the Group Areas Board recommended that District Six be declared a Coloured Group Area. The N.P. government rejected this recommendation and on 11 February 1966 through Proclamation 43, declared 94 hectares of the traditional District Six as an area for White occupation. Between 1965 and 1975 the government froze all property transactions in District Six to enable them to plan the redevelopment of the area. The state made financial offers to property owners, but only 10% accepted these. The majority declined these and blamed this on inflexible property valuations of the state. By 1980 the state had spent R25 million on the acquisition of properties in District Six. Government demolition of structures took place between 1968 and 1982 and resulted in the flattenning of most buildings except for a few churches. Expropriated Coloured and Indian residents were removed to the newly created residential areas on the Cape Flats. Although some previous residents of District Six were happy with their accommodation most objected to the high bond repayments on their new homes, higher transport cost to work and the breakdown of existing communities. The biggest opposition to the declaration of District Six as an area for White occupation came from local groups, namely: The Friends of District Six and the District Six Residents', Rent and Ratepayers Association (RRR). Opposition political parties and the press used the physical and mental suffering of the residents to challenge the government. The redevelopment of District Six was characterised by continous changes to proposed plans. In 1964 the government appointed the Niemand Committee to investigate the replanning and redevelopment of District Six. In 1970 a master plan for redevelopment was recommended . In 1974 the first properties were sold to white people by the government. In 1975 the neighbouring Walmer Estate was declared a Coloured Group Area and three years later District Six was renamed as Zonnebloem. In 1979 parts of the neighbouring Woodstock and Salt River were declared Coloured Group Areas. In 1982 the Presidents Council recommended that part of District Six be returned to the Coloured community, but the government rejected this and in October 1982 year the first whites settled in District Six. The following year a part of District Six was declared Coloured area.

Faculty of Arts & Social Sciences. Dept. of History.ENGLISH ABSTRACT: In 1932 the well-known Afrikaans writer and politician, C.J. Langenhoven, died in Oudtshoorn in his home, Arbeidsgenot. In his testament he appointed Sarah Goldblatt as the person responsible for the administration of his literary works. Sarah, a Jewish woman, immigrated to the Cape together with her family in 1897. The aim of this research was to find the possible reasons why Langenhoven chose an English speaking Jewish woman as his administrator. Jews were not accepted with open arms into the South African community, especially not Jews from Eastern Europe, the area where Sarah and her family came from. Anti-semitic feelings amongst the Afriaans population were especially strong during the thirties and forties. It was during this time, in 1932, that Sarah received the job as administrator. The period of research stretches from 1889 to 1975, from Sarah's birth to her death. A look is taken at the changing South African attitude towards Jews during Sarah's life. The role and position of the Afrikanerwomen during this time is also investigated. Oudtshoorn, the town in which Langenhoven lived and where the friendship between him and Sarah started, will also be put under the spotlight. Many Jews settled in this town and played an active part in the Oudtshoorn community. Not only the South African attitude towards Jews and women will be discussed, but also Langenhoven's and Sarah's personal perspectives on these subjects. Both their friendship and work relationship will be discussed. Their philosophy of life and their relationship will cast light on the reasons why Langenhoven finally decided to appoint Sarah as the administrator of his literary works. Sarah's greatest achievements were directly involved with Langenhoven. Opinions differ about the influence Sarah had on the way the South African community saw Langenhoven. The work as administrator for the literary works was not all Sarah did. Therefore a review on Sarah's contribution to the Afrikaans language and culture is also provided.
